PROBLEM TO BE SOLVED: To easily detach half split shaped first and second column covers 1 and 2 without resulting in fracture of locking pawls when detachably assembling the column covers 1 and 2 by abutting them so design faces of respective outer faces are flush. SOLUTION: A flange part 12 is protrudedly provided on a first column cover 1 inner face, and both side parts 12a and 12b substantially orthogonal to the first column cover 1 inner face are respectively connected to the first column cover 1 inner face by ribs 13 and 13. A rectangular opening 14 is formed in the flange part 12, an extended part 15 narrowing a width of the opening 14 in proportion to distance from a flange part 12 surface is formed in a side part 12c facing the first column cover 1 inner face, and a first pawl 17 with flexibility is formed in the extended part 15. A second pawl 23 inserted in the opening 14 of the first column cover 1 and engaging with the first pawl 17 by an engagement face 28 is formed in a second column cover 2 inner face, the engagement face 28 of the second pawl 23 is provided as a face extending obtusely to the inserting direction toward a tip side of the second pawl 23 so as to separate from the second column cover 2 inner face, and the first pawl 17 is deflected when attaching and detaching both column covers 1 and 2.
