PROBLEM TO BE SOLVED: To provide a paper processor, a paper processing system and an image forming system excellent in convenience in use and having the center binding and center folding function. SOLUTION: In a case other than a center binding and center folding mode (Step 1-1), processing according to respective processing modes is performed (Step 1-5), and in the center binding and center folding mode, whether or not the output number par a part is one sheet is judged (Step 1-2), and when the output number is two sheets or more, center binding and center folding processing is continued as it is (Step 1-1, 2, 4), and when the output number is one sheet, center binding processing is canceled, and only center folding processing is performed (Step 1-3), and unnecessary center binding processing is not performed. Thus, the processing is efficiently performed, and usability is improved.
