PROBLEM TO BE SOLVED: To realize an easy, useful and reasonable constitution concerning a photon number counting device and a quantum effect measuring device. SOLUTION: The color and color difference meter 10 measures the light- emitting luminance L of the light-emitting device 50 and the chromaticity coordinate values (x, y). The photon number count guessing part 15 calculates the main wave-length of the light emitting device 50 and the corresponded light adaptation relative luminosity factor obtained from the chromaticity coordinates (x, y) and computes photon number Np by multi plying or dividing the luminance L by a prescribed parameter. A quantum effect computing part 3 computes the quantum effectηfrom the electron number Ne and the photon number Np.
