PURPOSE: Provided is a composition for enhancing the efficacy of an active ingredient by increasing the penetrability through skin of a mammalian animal of a component having cosmetic and/or treating activity, and a method for using the same. CONSTITUTION: The method for enhancing the efficacy of a locally active component includes any of the uses of a mono-acyl-(lyso)-glycerophospholipid (a lysophosphatidyl derivative, for example lysophosphatidylcholine, lysolecithin; lysophosphatidylserine, lysocephalin) for increasing the penetrability of an active ingredient into the skin of a vertebrate animal and thus improving and/or enhancing the efficacy of the locally administered active ingredient, singly or simultaneously with a certain specific other penetrability-improving agent.
