PROBLEM TO BE SOLVED: To provide an elastic body in which a volume change due to temperature variation is little, a roller in which an outside diameter change due to roller temperature rise while in use is small and a method for manufacturing thereof, and a thermally fixing apparatus which can maintain a stable process speed. SOLUTION: This invention relates to the roller in which an elastic layer is formed by hardening a silicon rubber with which at least existingly expanded resin micro-balloons are mixed and which has permeability wherein increment of the elastic layer thickness in 10 minutes after pressure reduction initiation indicates recovery not exceeding 2/3 of maximum value of the increment of the elastic layer thickness in 10 minutes when is left to stand in a vacuum chamber which arrives 0.001 MPa or lower within 2 minutes from an atmospheric pressure; the method for manufacturing the roller; the thermally fixing apparatus provided with the roller; and the elastic body formed by hardening the silicon rubber with which the existingly expanded resin micro-balloon are mixed, and having a air gap part formed by the resin micro-balloon and a hole way which connects mutually between air gap parts.
