PROBLEM TO BE SOLVED: To provide a filler for a paper container with which taste, flavor, and components of nutrition can be retained for a long period of time by substituting an inert gas securely for the air in a head space portion of the upper part of the container, in a composite paper container composed of layers covered with synthetic resin, such as aluminum foil and/or polyethylene or the like, with paper as a main body. SOLUTION: This filler for the paper container is provided with successive stations of forming, filling, and sealing, in each of which the bottom portion of the paper container for liquid with a head space at the top portion of the container is formed over the filler, liquid contained is filled, and the top portion of the container is sealed, and also is a substitution device of inert gas for the filler for the paper container for substituting inert gas for the air within the shifted container in the filling station. The filling station is composed of a filling nozzle and an inert gas jet cylinder positioned on the outer periphery of the filling nozzle into double construction, and while injecting liquid solution, the inert gas always jets into the container to eliminate the air for only causing bubbles comprising the inert gas, which enables a gas substitution without residence of air in the head space.
