PROBLEM TO BE SOLVED: To make generable an expected excitation phenomenon, and to prevent the damage of a power transmitting system or the like due to an unexpected vibration. SOLUTION: A base torque command signal, excitation frequencies, and excitation amplitude are generated from a computer controller 15, a torque command signal is generated from an adder 14, an input side dynamo-meter 10 is driven, and a resonance rate characteristic curve with the base torque command signal and the excitation frequencies as parameters is recorded. Also, a resonance rate is read from the resonance rate curve, and the inverse number and the set excitation amplitude are inputted to a multiplier 16 so that corrected excitation amplitude can be calculated, and the corrected excitation amplitude and the excitation frequencies are added to a function generator 12, and the base torque command is added to an adder 14, and the input side dynamo-meter 10 is driven according to the obtained torque command signal.
