PROBLEM TO BE SOLVED: To foresee the abnormality of a feedwater and specify the cause of the abnormality. SOLUTION: In a boiler, a water level detecting tube 4 is connected to a boiler main body part 5 by a water level detecting tube connecting tube 6 and an electrode E1 and an electrode E2 are provided in the water level detecting tube. When the electrode E2 detects the absence of water, water is supplied and when the electrode E1 detects the presence of water, a feedwater is stopped. A controller 11 measures a feedwater feeding time when a water level is raised from a lower limit water level to an upper limit water level by feeding water when the feedwater feeding time is longer than a prescribed time T1, the abnormality of feedwater is outputted. The upper limit water level time that is time required after the electrode E1 detects the presence of water until the electrode E1 detects again the absence of water is detected. When the upper limit water level time is longer than a prescribed time T2 irrespective of the combustion of a boiler, it is judged that the cause of the abnormality of feedwater is due to the decrease of a passage area of the water level detecting tube connecting tube to output that effect.
