PROBLEM TO BE SOLVED: To provide a sheet holding and delivering device which is able to steadily take in and deliver the sheet to a packaging device which packages an object to be protected or covers the object regardless of the sheet's length and, even if it is heavyly weighted. SOLUTION: At the central part of a longitudinal direction, which is orthogonal to a traveling direction, of a traveling carriage 60 reciprocates over a flame 2, an elevating rod 63 of the central part is build and, an end elevating rod 67 which approximates and recedes to the elevating rod 63 is build at the longitudinal direction of the traveling carriage 60 and both sides of the elevating rod 63 and, a sheet holding and delivering unit 68 provided with an adhesive joining part which bonds a plane fastener made at an edge of the sheet, a detaching cylinder which detaches the plane fastener from the adhesive joining part, and a clamp unit which holds an edge part of the sheet is build.
