PROBLEM TO BE SOLVED: To provide a loop type ATC/TD ground device and a train detecting method in which a fail-out failure hardly occurs. SOLUTION: This device is provided with loops 11 installed per section of train detection along a track used by a train 25, an ATC signal sending part 12 sending ATC signals S to the loops 11, and a TD signal receiving part 13 detecting a presence of the train 25 by receiving and extracting TD signals f1 or the like superimposed on the ATC signals S sent to the loops 11 from the train 25.
