PROBLEM TO BE SOLVED: To stabilize the flow characteristic of a fuel carried from an injection nozzle side through a two-way delivery valve. SOLUTION: A fuel injection pump body is connected to the side A of this fuel discharge valve 10, and a fuel piping continued to an injection nozzle is connected to the side B thereof. An outer valve 13 as delivery valve is slidably arranged within a valve seat 12. An inner valve 16 as two-way delivery valve is slidably arranged within the outer valve 13. The inner valve 16 has a needle valve-shape, and its tip is conically formed. An annular outer oil basin 20 is provided between the outer surface of the outer valve 13 and the valve seat 12, and an annular inside oil basin 22 is provided between the inside surface of the outer valve 13 and the inner valve 16. The inner valve 16 further comprises a cutout groove-like fuel passage 23. The outer valve 13 comprises a fuel passage 26 and a flow regulating orifice 27.
