The generator (1) has a device for determining the generator output power mean value and a device (5) for comparing the value with a defined maximum value. A modulator (7) modulates the output voltage with a pulsed modulation signal and a modulator controller (6) varies the pulse duration and/or interval to maintain a constant output voltage peak or intensity of a spark between an electrode and the tissue if the maximum value is exceeded. Independent claims are also included for the following: (1) a method of limiting the output power of a HF generator; (2) a device for surgical cutting and coagulation of human or animal tissue.
