PURPOSE: An inexpensive oscillating apparatus is provided to increase Q factor of a resonator for high dielectric loss and improve phase noise characteristic by reducing dielectric loss. CONSTITUTION: An oscillating apparatus comprises a first substrate(21) having an upper ground face(21B) contacting a lower ground face(21A), a second substrate(22) having a hollow(22A) over the first substrate(21), and a third substrate(23) having a pattern(23A) of transmission line over the second substrate(22) and contacting the upper ground face(21B) of the first substrate(21) through a hole(24) for ground. A copper foil pattern for high frequency oscillation is made of the transmission line(23A) on the third substrate(23). The hole(24) for ground is made of desirable conductive material and passes through the first to the third substrate(21,22,23). The oscillating apparatus further comprises a unit for connecting the transmission line(23A) to the first substrate(21).
