A software downloading system for a transmission device, specially, a V5.2 (ITU-T recommendation) interface-compatible access system transmission device, comprising a plurality of transmission devices connected to a network and respectively controlled by software, and a monitoring device connected to the network, wherein each of the plurality of the transmission devices has memory for receiving and storing the software data to be downloaded from the monitoring device, and a control unit for downloading the software data to corresponding target address position by an empty time slot of a transmission line for transmitting a main signal in the above transmission device.
