A flexible planar heater (1) for controlling an incombustible surface having a harmless anti-firing function comprises a flexible electric resistor layer (2), a low-melting point soft resin layer (4) applied to one side of the flexible electric resistor layer (2), an incombustible electric conductor (12) applied to the low-melting-point soft resin layer (4), and a heat-resistant resin layer (5) applied to the surface of the incombustible electric conductor (12) and the surface of the low-melting-point soft resin layer (4) to which no incombustible electric conductor (12) is applied. The low-melting-point soft resin layer (4) dos not melt at the normal heating temperature ofthe electric resistor layer (2) and the incombustible electric conductor (12) when current is made to flow through the electric resistor layer (2). When the electric resistor layer (2) is heated to an abnormal heating temperature causing variation in the initial set resistance of the electric resistor layer (2) higher than the normal heating temperature, the low-melting-point soft resin layer (4) melts to form an electric short-circuit between the opposite faces of the electric resistor layer (2) and the incombustible electric conductor (12) in the portion of abnormal heating temperature.
