PROBLEM TO BE SOLVED: To cause no phase difference when a pair of upper arms consisting of a right upper arm and the left one rotate. SOLUTION: Distance difference is set for the first cam 61 mounted on a drive shaft 6 and the second cam 82 mounted on a driven shaft 8 so that a difference between a distance produced until the first cam 61 comes into contact with the first wedge 7 and a distance produced until the second cam 82 comes into contact with the second wedge 9 can be equivalent to the difference between a rotary angle of the drive shaft 6 and that of the driven shaft 8.
