PROBLEM TO BE SOLVED: To provide a rotating tool holding device mounted on the main spindle or the tool shaft of a machine tool for machining the inner peripheral surface of a hole or the like; having sufficiently high rigidity to achieve high-speed machining and being well-balanced as to rotation. SOLUTION: In the rotating tool holding device, a fitting shaft 6 provided on a head 2 is fitted into a fitting hole 5 provided in a holder 1 and the head 2 with a cutting blade 7 fixed thereto is mounted to the holder 1. The fitting shaft 6 and the fitting hole 5 have tapered peripheral surfaces so that when the tapered peripheral surfaces are mated with each other, the head 2 is fixed to the holder 1 by two-surface binding such that the end face of the holder makes intimate contact with the end face of the head. Two balance rings of the same weight are provided each of which is rotatably fitted around the fitting shaft and has an eccentric center of gravity. The two balance rings are sandwiched and fixed between the end face 10 of the head at the root of the fitting shaft and the end face of the holder 9.
