PROBLEM TO BE SOLVED: To provide a fluid mixer capable of certainly uniformizing the component concentration distribution or temperature concentration of a fluid, and a fluid treatment apparatus utilizing the same. SOLUTION: The exhaust gas mixer 10 for mixing the exhaust gas 100 flowing through a duct 1 is equipped with a center shaft 12, which is turned in the axial direction of the mixer along the flow direction of the exhaust gas 100, and a plurality of revolving blades radially provided to the center shaft 12. The exhaust gas 100 is formed into a spiral revolving stream having a clear vortex center to be uniformly mixed in the direction crossing the flow direction of the exhaust gas at a right angle by mixing diffusion utilizing the mixing diffusion effect and interference of the revolving stream, and the partial mixing and whole mixing of the exhaust gas 100 are performed at the same time.
