PROBLEM TO BE SOLVED: To provide an image forming device which can form an image without using complicated electrode structure in a recording head 1 and prevent from pulling out of a colored liquid 6 in the neighborhood caused by the colored liquid 6 lifting from a tip of a discharge electrode 2 without providing a partition wall between the tip of each discharge electrode. SOLUTION: A toner, which has so high density that it can be discharged from the tip of a discharge electrode 2 by the voltage difference between a counter electrode and the discharge electrode 2 in a state the toner is dispersed into a liquid carrier as a colored liquid 6 to be housed in a recording head 1, is used. Then a fluoroplastic film 5 is applied between each discharge electrode on an insulating substrate, and a fluoroplastic film 3 is applied on an insulating top plate part 13 facing the substrate.
