PROBLEM TO BE SOLVED: To provide a sanitary sheet capable of applying the medicine without wasting it while avoiding the direct applying of the medicine to a lesion with a finger and being thrown away to a sewer through as a stool after applying the medicine. SOLUTION: A resin coating layer 3 is coated on a top surface of a wafer- like water soluble base sheet 2 to form a sanitary sheet 1. The resin coating layer 3 imparts water-resistance. The medicine 4 is placed on the sanitary sheet 1, and the medicine 4 is applied to the lesion, for example, an anus in the case of hemorrhoids. In this case, a finger is brought in contact with the water soluble base sheet 2 in the opposite side to the medicine 2, and the sanitary sheet 1 is slid in relation to the diseased part so as to easily apply the medicine 4 to the lesion. Since the resin coating layer 3 surface is formed smooth, most of the medicine 4 placed on the resin coating layer 3 can be applied to the lesion. After applying the medicine 4 to the lesion, even if the sanitary sheet 1 is thrown away into a stool, the sanitary sheet 1 is dissolved in the water and smoothly flows in the sewage.
