PROBLEM TO BE SOLVED: To provide a stirring device capable of efficiently stirring and mixing a liquid under a stirring operation condition reaching a layered flow region from a turblent flow region, and a method for manufacturing a polymer excellent in polymerization stability. SOLUTION: A paddle blade 5 having two blade plates 5a and 5b is arranged in close vicinity to the bottom surface of a stirring tank 1, and the blade plates 5a and 5b are mounted on a rotary shaft 4 axisymmetrically and the space enabling a baffle plate 3 to interpose is provided between the inner surface of the stirring tank 1 and the paddle blade 5. The outer end part of the paddle blade 5 is formed into a retreat blade and the blade diameter (d) of the paddle blade 5 is 40% or more of the inner diameter (D) of the stirring tank and the height (h) of the blade plates is 50%-120% of the blade diameter (d).
