PROBLEM TO BE SOLVED: To provide a waste water treating system capable of precisely measuring a flow rate for long time and efficiently and securely controlling the low rate by using a simple and inexpensive measuring mechanism. SOLUTION: An upper limit level sensor 62 detecting the upper limit water level of a treating tank A performing a cleaning treatment and a lower limit level sensor 63 detecting the lower limit water level of the treating tank A are respectively arranged. An entrance opening/closing valve 32 and an exit opening/closing valve 64 are arranged in the treating tank A. The flow rate per unit time is obtained based on lapse time from the detection of the lower limit water level by the lower limit level sensor 63 to the detection of the upper limit water level by the upper limit level sensor 62. The openings of the respective opening/closing valves are adjusted based on the flow rate value and the flow rate is controlled. Thus, the flow rate can be controlled without using a flow meter, cost can be reduced on the control of the flow rate, clogging does not occur and the reliability of a cleaning treatment can be improved remarkably.
