PROBLEM TO BE SOLVED: To provide a device which is low in the maintenance cost and has a simple structure for reducing and removing nitrate ions by using boundary reactions at electrodes and a reaction between the electrodes. SOLUTION: A cathode reaction by electrons necessary to reduction of nitrate ions and hydrogen ions is generated without suffering a counter reaction of oxidation at the anode by allowing waste water to pass through an anode room, an electric field room, and a cathode room in order, and nitrate ions are continuously removed only by one passing.
