PURPOSE: Provided is a method for producing cold rolled enamelled steel plate which has a superior fish scale resistance and has a PIE index of 85 or more and an offset yield strength of 30 kg/mm¬2. CONSTITUTION: The method is performed by drawing a hot rolled steel plate containing 0.1 to 0.5 wt% of C, 0.1 to 0.5 wt% of Mn, 0.01 to 0.1 wt% of Al, 0.001 to 0.015 wt% of N, 0.0005 to 0.005 wt% of B, wherein Si in an amount satisfying that Si is Mn+0.06/C-0.21 or more and 1.5% or less, and Fe to make 100 wt% of the total amount of the steel plate along with impurities at a temperature of 600 deg.C or more, followed by pickling; cold rolling the steel plate at a pressure of 10% or more; and annealing at a temperature of 600 to 720 deg.C.
