PURPOSE: Provided is a nonsolvent-based cement composition, which is spread on the end or the bottom of a tread, therefore, it can improve adhesive force between rubber interfaces. CONSTITUTION: The nonsolvent-based cement composition comprises 55-65wt% of an aliphatic hydrocarbon, 35-45wt% of a modified aliphatic hydrocarbon, 1-3wt% of a modified aliphatic acid, and 0.3-0.6wt% of a wetting agent, wherein the aliphatic hydrocarbon is a polyolefin having a molecular weight of 500-1000 and the modified aliphatic hydrocarbon has a molecular weight of 200-500, a specific gravity of 0.81-0.85, a viscosity of 7.55-8.55sec, a freezing point of -24.8deg.C, and the solid contents of more than 95%.
