PURPOSE: To provide a semiconductor integrated circuit device provided with a fuse circuit enabling electrical program control to be efficiently performed without using an exclusive register for holding a fuse address to be programmed. CONSTITUTION: The fuse circuit 1 has an electrically programmable fuse 10 and a data latch circuit 11 for holding the programmed fuse data. In the data latch circuit 11, a node FUADD is pre-charged to 'H' by a pre-charge circuit 14 prior to programming, further, 'H' is pre-set when the fuse 10 is to be programmed, by a pre-set circuit 12 by a fail address FAADD and a logic of a latch signal LATCHp. A program selecting circuit 13 monitors the node FUADD, and selects and controls the normal/defective condition of a program of the fuse 10.
