Building panel 2 is formed of an inner portion 6 having relatively high heat insulation characteristics (typically of foamed plastic sheet), and an outer portion of settable material 5 (typically concrete) engaged with inner portion 6 (typically via dovetails 8). Panel 2 has integral securing portion 12 of lower density than the settable material. (Typically the portion 12 facilitates moulding and lifting of panel 2). Details of moulding by the settable material being formed over the inner portion 6 are also disclosed. Typically grooves 10 are provided at an inner surface of portion 6 for reticulation of services.
