PROBLEM TO BE SOLVED: To provide a web page reading card, a web page reading method, a web page reading arbitrating method, and a web page reading arbitrating system and a terminal, capable of very easily reading or downloading a web page without having to input any URL or a keyword. SOLUTION: A CD name card 10 is provided with a storage part 2. The domain name of an arbitrating device, and the identification information of an enterprise or the like are stored in the storage part 2. Also, various items are described in the other parts of the CD name card. When a user inserts the CD name card into a terminal, which is arranged outside or built-in a personal computer, the identification information of the enterprise or the like is transmitted via the Internet to the arbitrating device. The arbitrating device links the terminal to the web page (web site), by making the URL of a web page opened by the enterprises correspond based on the identification information, so that reading of the information or the download of the CD name card can be made to the storage part 2.
