A cooling fan (10) according to the present invention includes a housing (18). A fan assembly (12) includes a plurality of fan blades carrying a rotor ring (15) at the outer circumference of the fan assembly (12). A plurality of stator elements (20, 21) are supported by the housing (18) to confront the rotor ring (15) around only a portion of the outer circumference of the fan assembly (12). A motor controller (22) is operatively connected to the stator elements (20, 21) to induce force on the rotor ring (15) to turn the fan assembly (12).
