PROBLEM TO BE SOLVED: To provide a disaster prevention system, a security system and a recording medium for an industrial complex, with which the operating rate of a facility or the like can be improved while reducing costs as a whole by reducing waste cause by the overlap of disaster prevention facilities or security jobs between respective business entities. SOLUTION: In a disaster prevention system 40 for the industrial complex composed of plural business entities A-D, this system is provided with an information network NW formed among the business entities, plural terminals 10A-10D and a server 20A connected via this network NW. Each of terminals has an input means 12 for inputting disaster prevention facilities owned by the respective business entities. The server has a storage means 23 for storing data on the inputted disaster prevention facilities and a dispatch commanding means (control means) 24A for applying a dispatching command to a business entity owning the disaster prevention facility selected out of the disaster prevention facilities stored in the storage means in the case of disaster.
