PROBLEM TO BE SOLVED: To provide a new composite covering structure body having excellent performance in waterproofness, silencing property and slip preventiveness, and to provide its construction method. SOLUTION: This composite covering structure body comprises (A) a top coat layer, (B) a waterproof layer formed by hardening a fiber reinforced thermosetting resin composition containing thermosetting resin and a fiber reinforcing material, (C) a primer layer and (D) a base body. The top cost layer (A) contains elastic polymeric grains.
