PROBLEM TO BE SOLVED: To provide a tassel pattern by raising tassels without thinking and spending a time, and provide a method for easily forming the tassel pattern. SOLUTION: One or plural sheets 9 are stacked on an embroidering sheet 6 and embroidered. The upper thread 7 or the upper thread 7 and the lower thread 8 exposed on the back face of the embroidery sheet 6 are bonded to the sheet. The upper threads 7 exposed on the upper face of the uppermost sheet 9c are totally cut off or the upper threads 7 are cut between the uppermost sheet 9c and the sheet 9b immediately below the uppermost sheet, the embroidery sheet 6 is separated from the sheets 9 stacked thereon and the sheets 9 are removed to form tufts by raising the upper threads 7 on the upper face of the embroidery sheet 6.
