PROBLEM TO BE SOLVED: To solve a problem that, with a conventional constitution, CVs returned when calls cannot be connected to called subscribers are fixed equally and the CVs required by the individual subscribers cannot be returned. SOLUTION: As values for individual customers according to call cut reasons in an LS station 11, CV#17 is set in subscriber data 111 of a subscriber (1), and CV#34 is set in subscriber data 112 if a subscriber (2). If the call cannot be connected to the subscriber (1) because of an out-of-order state caused by a failure or blocking for maintenance while the subscriber (1) is calling, fixed value for the individual customer according to call cut reasons set in the subscriber data 111 is returned to a TS station 12. In this case, the value is CV#17. In the same way, if the call can not be connected to the subscriber (2), CV#34 is returned.
