PROBLEM TO BE SOLVED: To provide an image controller and a data output control method that can determine a kind of transmission data so as to sufficiently enhance the transmission reliability when transmitting control data. SOLUTION: An Internet FAX terminal 10 temporarily stores data supplied from a transmitter side G3 FAX terminal 30 to a FAX control section 12, a packet processing/de-packet processing section 14 encodes sequentially read data altogether depending on size information from a size information storage section 16 and supplies the result to a UDPTL (facsimile UDP Transport Layer protocol; UDP(User Diagram Protocol)) control section 18 and a buffer section 20, where whether or not supplied data are control data is discriminated, and when the supplied data are the control data, a notice control signal 40 is outputted to a control data monitor section 22. The UDTPL control section 18 transmits a UDPTL packet to a control data monitor section 22 on the basis of the recommendations T.38. The control data monitor section 22 receiving the notice control signal 40 conducts re-transmission control for a plurality of number of times to re-transmit the UDPTL packet 44.
