PROBLEM TO BE SOLVED: To provide a fixing device, where flickering is suppressed by using a heater which is indispensable in terms of function and which suppresses the voltage fluctuation, when a heat generating body is turned on/off. SOLUTION: Heat-generating bodies H1 and H2 for heating a fixing belt 3 are incorporated in a heat roller 1 and a pressure roller 2 respectively; the fixing belt 3 is stretched to be laid between the heat roller 1 and a fixing roller 4; and the pressure roller 2 is brought into press contact with the fixing belt 3. The power of the 1st heat-generating body H1 is higher than that of the heat-generating body H2. In the case a temperature detected by a 1st detecting means S1 is lower than a prescribed temperature T1, the device is controlled by a series of operations for successively turning on the 2nd heat-generating body H2, turning on the 1st heat-generating body H1 and turning on the 2nd heat-generating body H2. Then, the voltage will not rapidly drop but will change stepwise and the occurrence of flickering is suppressed.
