PROBLEM TO BE SOLVED: To solve the problems that a manufacturing cost increase is introduced due to a complicated structure since a conventional absorption liquid spraying implement drips an absorption liquid without deviation in an absorber required to be reduced in size and that the reduction in size is disturbed since a concentrated liquid separator for preventing flushing of high liquid in the implement is disposed on the implement. SOLUTION: Since a structure in which a liquid level position A of the high liquid to be supplied to the absorption liquid spraying implement 45 is disposed out of an evaporating and absorbing case 41 is adopted, a head difference can be increased without restricting a size in the case 41. Thus, the implement can be simplified as compared with a prior art, and cost can be suppressed. Since flushing of the liquid occurs at the position A, the concentrated liquid separator used in the prior art can be discarded, the case 41 can be reduced in size, and cost can be decreased by abolishing the complicated separator.
