PROBLEM TO BE SOLVED: To suppress temporary increase in load required for cooling, without providing large facilities because infiltration of solar heat into a building reaches 500 KW per 1 m2 of an opening area, which poses temporary extreme increase in load required for cooling. SOLUTION: According to a fixed-type horizontal shading louver, shielding plates of the louver, which each set their angle corresponding to the low solar altitude in the winter, are arranged at intervals such that their shades are overlapped on each other, based on the difference in angle formed by the high solar altitude in the summer, with respect to the low solar altitude in the winter.
