PROBLEM TO BE SOLVED: To provide a surface layer repairing method of a pavement and a surface layer repairing system of the pavement for surely repairing an uplifting phenomenon of a surface layer separating from a road foundation surface in a short time. SOLUTION: In this surface layer repairing system of the pavement for repairing the uplifting phenomenon of the surface layer separating from the road foundation surface in the pavement by laying the surface layer 34 such as asphalt on the road foundation surface 35 such as concrete, the repairing system is constituted by including a drill device 12 for boring fluid injection holes by the number decided per the prescribed area regardless of the existence of the uplifting phenomenon, a high pressure fluid injector 16 for inserting and fixing an embedded fluid injection plug 1 into and to the individual fluid injection holes 36, injecting high pressure liquid through the fluid injection holes 36 by supplying a repairing fluid from a high pressure fluid supply source in the state and leaving the embedded fluid injection plug 1 in the fluid injection holes 36 by cutting off the connection with the high pressure fluid supply source after finishing injection and a joint material filling device 18 for performing surface treatment by loading a joint material 38 in the fluid injection holes 36.
