The invention concerns gene expression regulating and is based particularly on the use of constructs enabling to activate transcription of a transgene in cells, tissues or organs in inflammatory condition. The inventive promoters preferably contain: a) an element of response to a PPAR and b) all or part of a promoter of gene PLA2sIIA. The invention also concerns vectors, cells and compositions comprising said promoters and their use for regulating expression of genes in vitro, ex vivo or in vivo.
