PROBLEM TO BE SOLVED: To solve the problem that business is greatly hindered since both an appealing side and an appealed side have temporal and monetary damage when a patent is accidentally infringed on or infringement is disputed about. SOLUTION: Infringement on and resistance to other patents are prevented by gathering information by using a computer and the rule that a rate is set for payment for damages regarding a dispute between members to ease it is determined. Network members open patents that companies has obtained and are applying to the public by using computers to reduce disputes between the network members and the burden on a side which pays for damages is lightened to reduce the damages.
