PROBLEM TO BE SOLVED: To provide a valve element system that requires a short assembly process and facilitates management. SOLUTION: Four valve units 6 to 9 are assembled in assembly portions 11A to 11C of a body part 2. Among the valve units, the line valve 6 and the servo on-off valve 8 are a solenoid valve, and the main valve 7 and the secondary pressure control valve 9 are a flow control valve with a diaphragm. The valve element units 6 to 9 respectively have valve ports 16, 23, 39 and 45 and valve members 15, 22, 38 and 46, so that the valve units 6 to 9 can be first assembled each, and after quality control on the semimanufactures, assembled on the body part 2.
