<p>PROBLEM TO BE SOLVED: To provide an object scalably encoding device capable of hierarchically encoding a part desired to be noted of an image or the like at each object. SOLUTION: In a first hierarchically encoding unit, a quantizer 3 reflects and quantizes a first notability function f1 (x, y). In a second hierarchically encoding unit, a quantizer 13 reflects and quantizes a second notability function f2 (x, y) for a signal obtained by subtracting a quantization error of a first hierarchy from a DCT coefficient obtained by an orthogonal transforming unit 12. Similarly, encoding of an n-th hierarchy is conducted. In an object scalability encoding made of the n-th hierarchy, when an accumulated notability function in a k-th hierarchy is fk (x, y), fn (x, y)=100, (for all (x, y)), fk (x, y)>=fk-1 (x, y), (for all (x, y)) (1<k<n), wherein, in the above description, a concrete numeric value such as 100 or 0 is an illustration only.</p> |
