PROBLEM TO BE SOLVED: To exchange a program anytime other than industrical apparatus stopping times or periodically stopping time, such as maintenance by using a method for changing the program in such continuous operation, since there is need for conducting updating in various shapes and chanfing a control method according to a state for the program of a control device for controlling such a large number of apparatuses as industrical apparatuses continuously operated over a long period. SOLUTION: Both programs before a change and after the change are placed on a memory, the existence of change and new addition are discriminated on a variable for constituting the programs before the change and after the change, an operation result is copied on an unchanging variable, an initialization operation is performed on a changing variable or a new addition variable, and is switched while executing control, and is switched by confirming safety, even if the operation is switched at switching time.
