PROBLEM TO BE SOLVED: To provide a pumping preventing device, that is constructed by a mechanical device and is improved in pumping prevention function and in reliability. SOLUTION: The pumping prevention device comprises an input driving lever 13, that is fixed to the input locking pin 9 and has an input pin 27, a relay lever 34 that is supported rotatably and connected with the input solenoid 10, an input lever 38 that is supported rotatably by the relay lever 34, and an engaging part 41 that is formed at the top end of the input lever 38 and engages with the input pin 27 detachably. Through the rotation of the relay lever 34 by the current flow to the input solenoid 10, the engaging part 41 is engaged with the input pin 27 and through rotating of the input driving lever 13 rotates the input locking pin 9. The device further comprises a shutoff driving lever 23, that is fixed to the shutoff locking pin 19 and connected with the shutoff solenoid 20, and a shutoff pin 47, that is fixed to the shutoff driving lever 23. From the rotation of the shut-off driving lever 23 by the current flow to the shutoff solenoid 20, the shutoff pin 47 presses against the input lever 38 and the input lever 38, and input pin 27 are thereby separated from engagement.
