The hard braking device brakes a vehicle transmission member (1) to the transmission casing (2) so that after the braking force is applied, a positive coupling (14) between the rotating member and a motionless inner fin carrier (11) engages the fin brake (5), up to this point not closed, after which the brake is powered and the brake and coupling are fully engaged.
