PROBLEM TO BE SOLVED: To provide a method and an apparatus for managing communication quality in which end-to-end network communication quality management can be performed to meet a desired probability request. SOLUTION: Goodness of fit is checked for a plurality of multivariate polynomial recurrence models. Assuming that the distribution of probability variables Y(x) representative of the value of end-to-end quality being obtained by inputting MIB information measured for a best fit optimal model conform to a normal distribution having an average f(x) and a variance V(x), the average value of residual (yi-f(xi))2 of respective samples is determined based on the measured MIB information, a recurrent formula f(x) obtained for the end-to-end quality and the actual measurements yi of end-to-end quality. Subsequently, a multivariate polynomial recurrent formula is determined for the xi of the average value (yi-f(xi))2 as a function V(x) representative of variance of performance value. An NW performance threshold value is determined based on the distribution of probability variables and a threshold value for the MIB value for management is determined from the rate of achievement and used for management of a network.
