PROBLEM TO BE SOLVED: To provide a device and a method for phase locking with which a phase of a 1S periodic frame pulse can be matched with a phase of an external reference clock easily and the phase can be matched at a speed at which frequency of an oscillator is synchronized. SOLUTION: A second frequency divider 20 is used to match a phase of a clock obtained by dividing a clock from an oscillator 60 for comparing phases by a phase comparator 30 constituting a frequency locking circuit, and a phase of a 1S periodic frame pulse generated by a clock conversion unit 70 periodically. A phase of a reference clock received from an external device (not shown), and a phase of the 1S periodic frame pulse frequency generated by the clock conversion unit 70 at a later stage in the frequency locking circuit, are synchronized. |
