PROBLEM TO BE SOLVED: To prevent the generation of an inclined jet flow to improve the profile of an orientation angle. SOLUTION: Slice lips 19 are disposed at the tip of the upper lip 13a of a slice 13, and operation devices 21 are connected to the slice lips for each distance in the lateral direction. The apertures of the lips can be adjusted at an arbitrary position in the lateral direction. Pressure sensors 25 for measuring the pressures of the paper raw material at the upper portion of the slice 13 on the slightly upstream side from the raw material exit 24 are disposed at the prescribed distance-separated positions of the slice lip 19, respectively. A slice lip controller 26 for calculating a pressure profile in the lateral direction on the basis of detection signals from the pressure sensors 25, selecting the position of the slice lip 19 to be controlled in the lateral direction, determining the quantity of the operation and outputting a command to the operation device 21, is further disposed. The aperture of the lip is increased at a site having a larger pressure than the average value of the pressures in the lateral direction, and the aperture of the lip is decreased at a site having a smaller pressure to increase the pressure. Thus, the pressure profile in the lateral direction is approximately flattened.
