PURPOSE: A method for manufacturing a charcoal sheet for an insole is provided which not only has superior and consistent antibacterial and deodorizing functions but also contributes to the promotion of health of a wearer by relieving fatigue of his feet in addition to the antibacterial and deodorizing functions. CONSTITUTION: The method for manufacturing a charcoal sheet for an insole comprises a toner manufacturing step(S100) of forming a toner in the sol state by mixing charcoal powder(10) and resin(20) with solvent(30), and dispersing the mixture; a blending step(S200) of forming a blended solution by mixing the toner with resin(50) and solvent(70); an impregnation step(S300) of penetrating the blended solution into the surface of a base sheet(80); and a drying step(S400) of drying the base sheet that is impregnated with the blended solution, wherein a dispersing agent is added in the toner manufacturing step for uniform dispersion and precipitation prevention of toner particles, the charcoal powder in the toner manufacturing step is a charcoal powder of a pine tree, the resin used in the toner manufacturing step and the blending step is an oil-based or water-based resin, a non-woven fabric or fabric cloth is used as the base sheet in the impregnation step, and wherein water is used in the water-based resin, and DMF(dimethyl formamide), toluene and MEK(methyl ethyl ketone) are used in the oil-based resin.
