A coated substrate having a material substrate, and a coating composition fixed to a surface of the material substrate, the coating composition containing a hydrophilic resin which swells with water but is not washed out by water, and is solid in air at ambient temperature and from which surface deposits can be readily removed, in which the coated substrate has a surface resistivity of 10<5> to 10<1><3> OMEGA / &squ& at 25 DEG C, 50 %RH after being dipped in water for 5 minutes and dried with a hot air of 60 to 90 DEG C for 5 minutes. This coated substrate is easily handled.
